Notice to show cause to Belabo Upazila Chairman

The local government department has issued a show cause notice to Narsingdi’s Belabo Upazila Parishad chairman and upazila Awami League president Zaman Bhuiyan Riton for allegedly embezzling honorarium allowances, travel allowances and hospitality allowances. The directive was given in a letter signed by Mohammad Shamsul Haque, deputy secretary of Upazila Branch-2 of the local government department of the Ministry of Local Government, Rural Development and Cooperatives on January 18.

An explanation is requested within the next 10 working days. On March 5, 2020, the two vice chairmen made a written request to the Narsingdi Deputy Commissioner seeking legal redressal. According to the written complaint, Belabo Upazila Chairman Moniruzzaman Bhuiyan Jahangir and Women Vice Chairman Sharmin Akter Khaleda withdrew their honorarium from Sonali Bank Belabo branch on 3/4 of every month.

He asked the office assistant Tawfiq Afrad for a monthly check of Rs 26,000, travel allowance of Rs 8,000, entertainment allowance of Rs 4,421 for male vice chairman and Rs 4,036 for female vice chairman in November 2019. Taken into his own custody. A search of the bank later revealed that the upazila chairman had withdrawn their money on December 4.

After informing the Upazila Nirbahi Officer (UNO) about the matter, he requested the Chairman to take immediate action. But after two months, the matter was not resolved and the two vice chairmen lodged a written complaint with the Narsingdi deputy commissioner. Copies were also given to the Local Government Minister, Industries Minister, Secretary to the Local Government Ministry and the Divisional Commissioner.

In this regard, on December 3, Narsingdi Circuit House Chief Additional Divisional Commissioner of Investigation Committee (Joint Secretary) Khan. The investigation was led by Nurul Amin. At the end of the investigation, due to misappropriation of money outside the rules, the Upazila Parishad Act has been directed to give an explanation as to why he will not be removed from his post as per the Removal, Distrust and Vacancy Rules 2018.
